Establir una fiscalitat m\u00e9s progressiva, refor\u00e7ar les pol\u00edtiques d\u2019acc\u00e9s a l\u2019habitatge i combatre l\u2019especulaci\u00f3 immobili\u00e0ria.<\/p>\n<p>Tanmateix, realment aconseguiran aquestes mesures facilitar l\u2019acc\u00e9s a l\u2019habitatge? Afavoriran un mercat immobiliari amb m\u00e9s oportunitats per a qui m\u00e9s ho necessita? O, per contra, introduiran noves barreres en un sector ja de per si saturat, dificultant encara m\u00e9s la possibilitat d\u2019accedir a una vivenda?<\/p>\n<p>Repassem cadascun dels <strong>canvis introdu\u00efts<\/strong> i la <strong>veritable repercussi\u00f3<\/strong> que tindran en el mercat immobiliari catal\u00e0, concretament, a la ciutat de Barcelona.<\/p>\n<h2>Canvis en l\u2019Impost de Transmissions Patrimonials a Catalunya<\/h2>\n<p>Els canvis introdu\u00efts en l\u2019Impost de Transmissions Patrimonials a Barcelona queden recollits en el <a href=\"https:\/\/www.boe.es\/ccaa\/dogc\/2025\/9379\/f00001-00028.pdf\">Decret llei 5\/2025, de 25 de mar\u00e7<\/a>, pel qual s\u2019adopten mesures urgents en mat\u00e8ria fiscal, de despeses de personal i altres administratives.<\/p>\n<p>A continuaci\u00f3 resumim els <strong>canvis fiscals m\u00e9s significatius<\/strong> i que considerem que tindran un major impacte en el mercat immobiliari de Catalunya. Fins ara, aquest l\u00edmit estava en els 32 anys.<\/li>\n<li><strong>Tipus redu\u00eft per a v\u00edctimes de viol\u00e8ncia masclista:<\/strong> aquest nou col\u00b7lectiu podr\u00e0 accedir a un tipus redu\u00eft del 5% a l\u2019ITP.<\/li>\n<li><strong>Bonificaci\u00f3 per a empreses immobili\u00e0ries o rehabilitadores:<\/strong> es deroga l\u2019<a href=\"https:\/\/www.iberley.es\/legislacion\/articulo-6418-codigo-tributario-cataluna\">article 641-8 del Llibre sis\u00e8 del Codi tributari de Catalunya<\/a> que establia una bonificaci\u00f3 a l\u2019ITP per a la transmissi\u00f3 d\u2019habitatges a empreses immobili\u00e0ries si es feia en un termini inferior a tres anys des de la seva adquisici\u00f3.<\/li>\n<\/ul>\n<h3>Transmissi\u00f3 a grans tenidors<\/h3>\n<p>S\u2019estableix un <strong>tipus del 20%<\/strong> per a la compra d\u2019immobles per a grans tenidors i la compra d\u2019edificis sencers d\u2019habitatges (excepte si el comprador \u00e9s una persona f\u00edsica, si l\u2019immoble t\u00e9 un m\u00e0xim de 4 pisos o si la compra es destina a habitatge habitual del comprador i els seus familiars, entre d\u2019altres).<\/p>\n<p><strong>Qu\u00e8 es considera gran tenidor?<\/strong><\/p>\n<ul>\n<li>Que el comprador sigui propietari <strong>de m\u00e9s de 10 immobles<\/strong> d\u2019\u00fas residencial o que sigui propietari de <strong>m\u00e9s de 1.500 m\u00b2<\/strong> d\u2019\u00fas residencial a Catalunya.<\/li>\n<li>Que el comprador tingui 5 o m\u00e9s immobles urbans d\u2019\u00fas residencial dins de les <a href=\"https:\/\/info.vivendex.com\/ca\/la-limitacio-del-preu-del-lloguer-i-les-seves-consequencies\/\">zones declarades com a tensionades a Catalunya<\/a>.<\/li>\n<\/ul>\n<p>En aquest c\u00f2mput, no s\u2019hi inclouen ni garatges ni trasters.<\/p>\n<h2>Com afectaran els canvis en l\u2019ITP a les inversions a Barcelona?<\/h2>\n<p>Catalunya ja es trobava entre les comunitats aut\u00f2nomes amb un dels tipus generals m\u00e9s alts en l\u2019Impost de Transmissions Patrimonials. Amb aquests nous canvis, la <strong>bretxa en la fiscalitat de l\u2019habitatge<\/strong> respecte d\u2019altres regions d\u2019Espanya no fa m\u00e9s que accentuar-se.<\/p>\n<p>A m\u00e9s d\u2019incrementar l\u2019ITP fins al 20% per als grans tenidors, s\u2019elimina la bonificaci\u00f3 del 70% a l\u2019ITP per a la compravenda d\u2019habitatges per part d\u2019empreses immobili\u00e0ries o rehabilitadores destinades a la revenda despr\u00e9s de la seva rehabilitaci\u00f3, una mesura que tindr\u00e0 un impacte significatiu en el mercat immobiliari.<\/p>\n<h3><strong>Frenada a la<\/strong> rehabilitaci\u00f3<strong> d\u2019habitatges<\/strong><\/h3>\n<p>Barcelona pateix un <a href=\"https:\/\/info.vivendex.com\/ca\/l-escassetat-dhabitatge-a-espanya-limita-el-creixement-economic\/\">greu problema d\u2019escassetat d\u2019habitatge<\/a>. El cost afegit que hauran d\u2019assumir les empreses immobili\u00e0ries o rehabilitadores en la compra, rehabilitaci\u00f3 i posterior venda, <strong>ralentir\u00e0 la seva activitat<\/strong>, una tasca clau per incrementar el parc disponible traient al mercat propietats renovades capaces de satisfer la creixent demanda i alleugerir la pressi\u00f3 sobre el mercat immobiliari a la ciutat.<\/p>\n<h3>Reducci\u00f3 del parc disponible<\/h3>\n<p>En conseq\u00fc\u00e8ncia, el fre a la rehabilitaci\u00f3 suposar\u00e0 una reducci\u00f3 del parc existent. <strong>A Barcelona no hi ha habitatge p\u00fablic suficient<\/strong>, per\u00f2 a m\u00e9s, <strong>tampoc hi ha s\u00f2l suficient<\/strong> per construir habitatge privat que satisfaci la demanda actual.<\/p>\n<p>Si es posen traves a la rehabilitaci\u00f3, els habitatges que es trobin fora de mercat per no estar en condicions \u00f2ptimes per a la seva venda, hi romandran, per la qual cosa el parc disponible es veur\u00e0 encara m\u00e9s redu\u00eft.<\/p>\n<h3><strong>Augment del preu dels immobles<\/strong><\/h3>\n<p>Els habitatges que finalment es rehabilitin i surtin al mercat, ho faran amb un <strong>preu superior per compensar la pujada d\u2019impostos<\/strong>, \u00e9s a dir, l\u2019increment tributari l\u2019acabar\u00e0 pagant el comprador final.<\/p>\n<h3>Tipus redu\u00efts d\u2019ITP insuficients<\/h3>\n<p>Fent una an\u00e0lisi dels habitatges actualment a la venda a Idealista a la ciutat de Barcelona, veiem que nom\u00e9s el 63,6% dels habitatges disponibles (10.871 habitatges) tenen un preu inferior a 600.000 euros.<\/p>\n<p>Aix\u00f2 vol dir que els habitatges que costin m\u00e9s de 600.000 euros es veuran afectats de manera directa per la pujada de l\u2019ITP.
