Actualment, comentava a <a href=\"https:\/\/info.vivendex.com\/ca\/vivendex-a-cincodias-lesforc-per-comprar-habitatge-no-baixara-del-40-el-2024\/\">l&#8217;article de CincoD\u00edas<\/a>, <strong>destinem ja un 40% dels ingressos<\/strong> -10 punts percentuals per sobre del que es recomana- a l&#8217;habitatge. \u00c9s a dir, estem al mateix punt que durant la crisi del 2008 i <strong>es preveu que durant 2024 seguim igual<\/strong>.<\/p>\n<p>A m\u00e9s, segons un informe elaborat per Deloitte per enc\u00e0rrec del Col\u00b7legi i Associaci\u00f3 d&#8217;APIs de Catalunya, ja <strong>des del 2022 l&#8217;esfor\u00e7 mitj\u00e0 per llogar ronda aquests nivells<\/strong>. El panorama s&#8217;assembla al de la crisi global, per l&#8217;estancament dels salaris en relaci\u00f3 amb els preus i per la pujada dels tipus d&#8217;inter\u00e8s. Dos factors que, a m\u00e9s a m\u00e9s de l&#8217;oferta existent, condicionen el cost de l&#8217;habitatge. El mateix informe de Deloitte, finalment, remarca que la creaci\u00f3 de llars ha crescut a nivells fins i tot superiors als de 2013 i, no obstant, la construcci\u00f3 d&#8217;obra nova amb prou feines es mant\u00e9 cada any, creant l&#8217;any 2022 un d\u00e8ficit de 32000 unitats d&#8217;habitatge.<\/p>\n<p>Com ja vam viure durant la crisi, aix\u00f2 suposa un <strong>drama important per a les fam\u00edlies<\/strong>. Els joves no es poden independitzar, la manca d&#8217;alternatives empeny a molts a faltar a les seves obligacions de pagament i aix\u00f2 provoca desnonaments&#8230; Moltes persones decideixen no tenir fills, ni plantejar-se certes metes o projectes vitals, no per elecci\u00f3 sin\u00f3 perqu\u00e8 no \u00e9s possible destinar&#8217;ls-hi els recursos que requereixen.<\/p>\n<p>El sostre sobre els nostres caps s&#8217;emporta la majoria dels nostres esfor\u00e7os. I com d\u00e8iem, s\u00ed, el nombre de llars creix, per\u00f2 per l&#8217;arribada d&#8217;estrangers i la creaci\u00f3 de llars unipersonals. Aix\u00ed \u00e9s com es mant\u00e9 la demanda alta. I amb ella, els preus tant de venda com de lloguer, que estan a nivells assumibles per massa pocs.<\/p>\n<p>Com solucionem aquest embolic que esgota a tothom i que no ens permet ser una societat que miri cap al futur? I, com ho fem sense que rebenti el sistema i en sortim tots perjudicats?<\/p>\n<p><strong>Per al Francesc Quintana hi ha diverses solucions, que no s\u00f3n f\u00e0cils, i que han d&#8217;aplicar-se immediatament.<\/strong><\/p>\n<p>La primera passa per <strong>repensar les pol\u00edtiques de s\u00f2l<\/strong>. Ara mateix, el cost de construcci\u00f3 fa que no es vulguin aixecar edificis de protecci\u00f3 oficial. La despesa est\u00e0 per sobre del que es podria recuperar amb la venda protegida (no \u00e9s que hi hagi menys benefici, \u00e9s que hi ha p\u00e8rdua).<\/p>\n<p>\u00c9s important ampliar el parc d&#8217;habitatge en general i en especial el HPO, per facilitar l&#8217;acc\u00e9s a l&#8217;habitatge a tots i en concret a aquells en situacions m\u00e9s vulnerables. Aquest augment del parc d&#8217;habitatge disponible i accessible tant de venda com de lloguer \u00e9s crucial. I nom\u00e9s es pot fer mitjan\u00e7ant una pol\u00edtica clara que l&#8217;incentivi i, sobretot, que sigui estable. Que no vagi canviant cada poc temps i generi desconfian\u00e7a entre els emprenedors.<\/p>\n<p>Tamb\u00e9 ens podria ajudar amb aquesta situaci\u00f3 <strong>la liberalitzaci\u00f3 dels usos.<\/strong> Poder convertir locals i sobretot despatxos, que compleixin les normatives d&#8217;habitabilitat m\u00ednima, en habitatges. Aquesta f\u00f3rmula, \u00e0mpliament sol\u00b7licitada des de l&#8217;entorn API, podria augmentar el parc disponible immediatament.<\/p>\n<p>D&#8217;altra banda, \u00e9s important entendre que<strong> l&#8217;habitatge no \u00e9s nom\u00e9s un problema de maons, sin\u00f3 tamb\u00e9 d&#8217;infraestructures<\/strong>. Cal deixar de pensar en ciutats i entendre que anem de cam\u00ed cap a les mega urbs. Aquests entorns necessiten una xarxa de transport p\u00fablic potent, escoles, hospitals, etc.<\/p>\n<p>En aquesta l\u00ednia, el mercat laboral i les lleis que el regulen tamb\u00e9 hi tenen molt a dir. De manera immediata, at\u00e8s que els problemes d&#8217;acc\u00e9s a l&#8217;habitatge s\u00f3n heterogenis entre comunitats aut\u00f2nomes i, dins d&#8217;aquestes, entre els diferents nuclis de poblaci\u00f3, es podria <strong>incentivar el teletreball<\/strong>. Mitjan\u00e7ant aquesta modalitat de treball la poblaci\u00f3 es descentralitza i cercar\u00e0 casa en llocs on l&#8217;esfor\u00e7 de pagament \u00e9s menor.
